Founded in 1444 AH, Safety Foundation operates under the ownership of Dr. Saud Al Roughi, providing technically sound and safety driven solutions in the power and electrical sector of the Kingdom of Saudi Arabia.
The company supports transmission networks, substations, transformers and electrical infrastructure projects, delivering work defined by control, accuracy and accountability.
Safety Foundation has grown through discipline and consistency, earning its position as a dependable service provider in the market.

“When Safety Foundation was established in 1444 AH, my intention was not to create a large company overnight, but a responsible one. A company that respects engineering standards, values safety as a discipline and delivers work that clients can depend on.

Dr. Saud Al Roughi
Founder & Owner
Dr. Saud Al Roughi is a seasoned executive with over 30 years of leadership experience across healthcare, pharmaceuticals and corporate management in the Kingdom of Saudi Arabia and the GCC.
He holds a Bachelor’s degree in Pharmaceutical Sciences from King Saud University, Riyadh. His career began in multinational pharmaceutical firms, progressing from medical and regulatory roles into senior commercial and regional leadership positions with companies including Grünenthal and Astellas Pharma Europe.
Since 2015, Dr. Al Roughi has led Al Roughi Group and its affiliated businesses, including Wahat Al Shifa Group and Al Faisal Advanced Company, overseeing healthcare operations, polyclinics and diversified ventures.
In 1444 AH, he established Safety Foundation to bring disciplined management, engineering accountability and a strong safety culture to power and electrical infrastructure projects in the Kingdom of Saudi Arabia.
Hamza Bilal
General Manager
Hamza Bilal holds the position of General Manager and has been with Safety Foundation Company since its inception. He is a Fellow Member of the Chartered Quality Institute (CQI) and an IRCA Lead Auditor, UK. He oversees operations, project execution, engineering coordination, and safety governance across the company’s power and electrical projects in Saudi Arabia since 2024.
He holds a Bachelor’s degree in Electrical Power Engineering from Air University, Islamabad and is NEBOSH IGC-certified, with Lead Auditor credentials for ISO 45001, ISO 9001 and ISO 14001.
Eng. Hamza has practical experience in the Kingdom of Saudi Arabia and Pakistan, having held roles in electrical engineering, project management, and the construction industry.
